Dubai Law No. 7 of 2025 — grace period ends Jan 8, 2027

Your tender pack will get rejected. Find out before the portal does.

SoulMen checks your company's document folder against any developer or government checklist — DEWA, ADNOC, ALDAR, Emaar, Dubai Municipality — and flags expired licenses, name mismatches, and missing files before you submit.

The cost

The rejection loop costs 2–6 weeks.

A single expired certificate or a name that reads differently in Arabic sends the whole pack back. By the time the portal tells you, the bidding window has moved.

Portal notice · SUBCON-REG-04821Rejected
  • 2–6 wkRejection loop durationResubmit, requeue, wait for the next review window.
  • AED 1k–200kPenalty range under Law No. 7Non-compliant registration and unapproved subcontracting.
  • 1 typoIs all it takes for a full-pack rejectionExpired license, name typo, missing signature or page.

The workflow

Three steps from folder to verdict.

  1. 01

    STEP 01

    Upload the checklist

Drop the developer's registration PDF. We extract exactly what's required — no guessing, no stale templates.

  2. 02

    STEP 02

    Upload your document folder

Trade license, VAT cert, ISO certs, financials — bilingual Arabic/English, scanned or digital.

  3. 03

    STEP 03

    Get an evidence-backed report

Every finding cites the page and clause. Nothing is flagged without proof from your own documents.

Why you can trust the output

AI reads the documents. Rules verify every finding.

A model reads your bilingual, scanned documents and pulls out the fields. Deterministic checks confirm each value before it reaches your report, so you get a checked fact with a citation, not a confident guess.

T0

Tier 0 — Routing

Detects scanned vs. digital PDFs, splits multi-document scanned bundles apart, and routes Arabic-script pages to the right extractor.

T1

Tier 1 — AI extraction

Vision models read bilingual scans. For a 150-page HSE manual or a financial report, it cherry-picks only the signature, stamp, and expiry pages — max 8 — instead of reading everything.

T2

Tier 2 — Deterministic verification

Every AI-extracted value must pass a rule gate before it reaches your report. Anything unverified is flagged Needs Review — never silently accepted.

  • TRNTRN format validation (exactly 15 digits)
  • IBANIBAN mod-97 checksum validation
  • DATEExpiry date math against submission date
  • NAMEFuzzy name matching, Arabic ↔ English
  • SPANEvery value traced to the exact page it came from

Stay ready

Never let a document expire mid-bid again.

SoulMen continuously tracks your corporate document pack and sends email alerts at 90, 60, and 30 days before anything expires — so your bidding pipeline never goes dark because a certificate lapsed.

Regulatory deadline

Dubai Law No. 7 of 2025 has been in force since Jan 8, 2026.

The grace period is finite. When it ends, an incomplete or non-compliant registration stops being a rejected bid and starts being a penalty.

Unified contractor register

A single register for contractors and subcontractors operating in the Emirate of Dubai.

Article 17 — prior approval

Subcontracting requires prior approval. Unapproved arrangements fall outside the register.

Penalty range

Non-compliance carries fines from AED 1,000 up to AED 200,000.

For the record

SoulMen is not a legal advisor, not a bid writer, not an ERP, not a submission portal. It's a pre-flight check for your document pack.

FAQ

Questions we get on the sales call.

Does SoulMen submit my documents to the portal for me?

No. SoulMen is a pre-flight check only — it tells you what's missing, expired, or mismatched before you submit. You still submit through the developer or government portal yourself.

How fast is an audit?

Roughly 45 seconds for a typical pack, compared to the half a day it usually takes someone to manually cross-check a folder against a checklist.

We already have someone who checks documents manually — why do we need this?

SoulMen backs them up. It catches the 6pm typo or the certificate that quietly expired last week, the kind of thing a tired reviewer misses at the end of a long day, before it becomes a rejected bid.

How is data security handled?

Files are encrypted at rest and in transit. Access to your documents is scoped to your company only, and we don't use your uploaded documents to train any AI models.

Does it handle Arabic documents?

Yes. Bilingual Arabic/English documents — scanned or digital — are read directly, including name matching across both scripts.

How is pricing determined?

There's no listed pricing — it's quoted per company based on your monthly submission volume and team size. Join the waitlist and our team will follow up with a custom quote.
