SoulMen audits your subcontractor document folder against any developer or government checklist - DEWA, ADNOC, ALDAR, Emaar, Dubai Municipality, RTA - and flags expired licenses, name mismatches, and missing files before you submit.
We're not AI guessing - we're AI extracting, then deterministic rules verifying. Every flag cites the page it came from.
Your documents are deleted 90 days after review, never used to train AI models, and a signable DPA is available on request.

A single expired certificate can send the whole pack back to admin, finance, and the signatory - and the same trade license, VAT certificate, and insurance policy all expire again next year, and the year after.
plus 10% of the annual licence fee - the DED's standing penalty for letting a trade licence lapse, every time it happens
RECURRINGgraduated fines, including doubled penalties for repeat offences
COMPLIANCE RISKrecurring reasons packs get sent back: expired certificates, mismatched legal names, and missing files
PREVENTABLELaw penalty range reflects AED 1,000-100,000 for first offences and up to AED 200,000 for repeat offences, per Kennedys' legal analysis of Law No. 7 of 2025. Late trade-licence renewal penalty per Dubai DED guidance: AED 250/month plus 10% of the annual licence fee — see Dubai Economy's trade licence renewal service page.

Trade license, VAT cert, ISO certs, financials - bilingual Arabic/English, scanned or digital.
Every finding cites the page and clause. Nothing is flagged without proof from your own documents.
A reading model handles bilingual scans and uneven layouts. Deterministic checks then test the extracted fields before a finding can enter your report.

For 30-150 person subcontractors and suppliers in Dubai and Abu Dhabi, where one operations admin is often the entire compliance workflow.
How we see it — you're doing this in Excel and WhatsApp today, or paying a compliance retainer, often AED 1,000-2,500 a month, to have someone else do it. SoulMen runs whenever you need it, for a fraction of either cost.

Usually the widest document set per bid: trade license, ISO 9001/14001/45001 certificates, DEWA/ADDC approvals, HSE manuals, and multi-trade staff certifications - all checked against the developer's own checklist.

Civil defense NOCs, municipality fit-out permits, and subcontractor insurance certificates need re-verifying on every concurrent project, since expiries rarely line up with bid deadlines.

Compliance runs continuously across long-term facility contracts rather than a single bid pack - expiries need tracking year-round, not just at submission time.

Product certifications, origin documents, and quality/testing certificates need matching to procurement-specific checklist line items, not a generic template.
Registration and classification now sit inside a unified contractor framework. Existing contractors have a defined period to regularise their status.
A unified electronic contractor register and classification system across Dubai.
Prior approval is required for subcontracting, with registration and classification conditions.
AED 1,000-100,000 for first offences; repeat fines can reach AED 200,000.

You're uploading trade licenses, VAT certificates, and bank letters. Here is what happens to them, plainly.

Files are encrypted at rest and in transit (TLS).
Every upload is checked against its real file signature (not just its extension), and known executable/malware signatures are rejected before processing.
Your organisation's documents, findings, and decisions are never queryable by another tenant.
Deleting a review removes it from storage and the database - not a soft delete - and produces a cryptographic deletion certificate.
Review data is automatically deleted 90 days after completion, or immediately on request.
Sign-in and session management run through Clerk. We never receive or store your password.

Files are encrypted at rest and in transit, scanned for malware before processing, and kept isolated to your organisation. Uploaded files, extracted metadata, findings, and reviewer decisions tied to a review are automatically and permanently deleted 90 days after that review completes — or immediately, any time you delete it yourself. This isn't a soft delete: storage and database rows are both removed, and we generate a cryptographic deletion certificate as proof.
No. SoulMen is not a legal advisor, not a bid writer, and not a submission portal. A result means your pack matches the checklist as configured — not that the buyer's portal will accept it. Portals can enforce additional or changed requirements at any time, so always cross-check the current buyer checklist before final submission.
SoulMen catches the categories of error we can check deterministically — expiry, naming mismatches, missing files against the checklist you gave us. It doesn't evaluate activity-code eligibility, project experience, technical staff sufficiency, or bid scoring, and it can't see requirements a portal changed after our checklist was last verified.
Documents and metadata live in tenant-isolated storage and database records — no other organisation can query or read your data. Sub-processors (cloud storage, the AI extraction model, authentication) are listed in the Privacy Policy.
Extraction (document type, expiry date, company name, license number) uses a multimodal AI model. We treat that output as a hypothesis, not a fact — it's passed through deterministic checks (format validation, expiry-date math, fuzzy name matching) before it can appear as a finding. Low-confidence extractions are flagged for manual review rather than silently accepted.
Creating an account is free and doesn't need a card. Running your first audit does need a saved card on file, but that first audit itself is free — nothing is charged. From your second audit onward, the same card is billed AED 50 per audit automatically, unless you're on Growth or Scale.
Most packs finish in a few minutes once every document has uploaded — it depends on how many files and pages you submit and how much of the pack needs bilingual OCR versus a digital-text PDF.
ZIP, PDF, Word (.docx), JPEG, and PNG. Each file can be up to 50MB, up to 200MB total per submission, and up to 15 files per audit.
SoulMen ships with starter templates for nine UAE buyer portals — DEWA, ADNOC, ALDAR, Emaar, Dubai Municipality, Dubai RTA, Abu Dhabi Government Procurement Gate, Dubai eSupply, and the UAE Federal Supplier Register. These are a starting point, not a live feed from each portal — always cross-check the current buyer checklist, and use your own checklist upload (next question) whenever you have it.
Yes. Upload the buyer's own requirement PDF and SoulMen extracts and verifies against exactly what it says, instead of one of the built-in starter templates.
